    NOAA's Dallas urban heat island mapping is a data set. Like most data sets about urban conditions in American cities, it tells a story that goes beyond temperature readings.

    The three most extreme heat island zones identified in Dallas's Phase I study — Bishop Arts / Jefferson Blvd., West Dallas, and the Medical District corridor — share characteristics that environmental justice researchers have documented as consistent predictors of disproportionate heat burden.

    Phase II expanded the mapping and identified additional zones — including Ledbetter Gardens in South Dallas and Glendale Park in East Dallas.


    The Data on Uneven Heat Burden

    Tree canopy distribution. The Texas Trees Foundation's Dallas canopy analysis shows that canopy coverage in the city is inversely correlated with neighborhood income levels.

    Housing quality and weatherization. Lower-income households live in older, less-weatherized housing with higher infiltration rates and older HVAC equipment.

    Energy cost burden. Lower-income households in heat island zones spend a higher percentage of their income on energy.


    The Public Health Dimension

    Extreme heat is the leading weather-related cause of death in the United States. Dallas's heat island conditions elevate the heat-related health risk for residents of affected neighborhoods during peak summer heat events.

    Functioning, adequately sized HVAC is not a luxury in a Dallas heat island zone. In extreme heat events, it is life-safety infrastructure.
